改會建議訂立「窺淫罪」及「未經同意下拍攝裙底罪」，關注婦女性暴力協會認為仍未針對其他性暴力，包括未涵蓋未經同意下被人散佈及販賣私密影像、藉此要脅及勒索受害人等問題。該會接獲多宗求助，包括有女性被前男友偷拍性交影片，分手後遭威脅，但刑事檢控門檻高，報警也無用。有法律學者稱，受害人即使申請民事禁制令禁止影片流傳，亦不見得有效。協會促請政府參考英國、澳洲等國家立法規管。
