Position:  Administrative Officer (HR & Facility)

Responsibilities: 

HR

  • Manage the end-to-end recruitment process, from identifying hiring needs and drafting job advertisements to interviewing, offering, and onboarding, ensuring alignment with the organisation’s short- and medium-term workforce needs.

  • Partner with management to support workforce planning, including assessing staffing capacity, skills gaps, and role design to ensure resources are aligned with service delivery priorities.

  • Administer monthly payroll, MPF contributions, and maintain accurate and up-to-date employee records across HR and filing systems.

  • Monitor attendance records and support compensation, benefits, and insurance administration, including medical insurance, employee compensation, and work injury cases.

  • Ensure compliance with the Employment Ordinance and relevant HR policies, while contributing to the review and continuous improvement of HR processes and systems to enhance efficiency and effectiveness.

  • Support managers in people planning and employee lifecycle matters, including probation management, role changes, performance feedback, and staff communication.

  • Coordinate and support employee development and well-being initiatives, including onboarding programmes, staff engagement activities, training coordination, and learning opportunities that strengthen capability and retention.

  • Assist in fostering a constructive performance and feedback culture, supporting goal-setting, development discussions, and follow-up actions.

  • Monitor basic HR metrics (e.g. turnover trends, recruitment timelines, training participation) and provide insights to support HR planning and decision-making.

  • Participate in HR-related projects such as organisational restructuring, role review, policy development, and change communication, as required.

Facility 

  • Responsible for the maintenance and safety of centers and liaising with contractors, vendors for inspections, licenses, and repairs.  

  • Support and coordinate all centers' facility needs.


Requirement:

  1. Degree in Business Administration, Human Resources, Law, Public Policy administration or relevant disciplines

  2. Minimum of 3 years of solid experience in the full spectrum of HR operations and experience in handling complaints and enquiries as well as well-versed in the Employment Ordinance and other related ordinances.

  3. Proficient in using Microsoft Office (Word, Excel and PowerPoint)

  4. Previous experience in an NGO is an advantage

  5. Excellent command of both written and spoken Cantonese and English

  6. Strong interpersonal, communication, analytical and problem-solving skills

  7. A strong interest in or basic understanding of gender equality, diversity, and inclusion is a plus


Full-time vacancies are 5-day workweek positions that require 44 hours of work per week.
Employees in full-time positions are also entitled to medical insurance and continuing education subsidy after the probation period.
Full-time welfare also includes 18 days of annual leave, menstrual leave, birthday leave, continuing education leave, wedding leave, bereavement leave, maternity/paternity/adoption leave, and overtime compensatory leave.
