Delayed victim disclosure is common in the context of child sexual abuse (“CSA”). When numerous acts of abuse occur repeatedly and persistently over a long period of time, victims often cannot describe incidents with sufficient particularity to satisfy Hong Kong’s evidential rules under current legislation.
