❝ My heartfelt thanks to RainLily’s counsellors, for being in front of them, I can speak from the bottom of my heart.
I reached out to RainLily in 2017, and talked to them about my experience of being sexually assaulted when I was younger. I am not good at expressing myself. I wavered, but unable to express by words, and where should I start? That was harsh. I was reluctant to tell others, or maybe I put this way – I thought the response from others will make me embarrassed. So I did not take the courage to tell my family and friends. Years later, I told a friend. It seems like the burden is shared, but her reacted as the way I expected, she felt surprised, and asked me several times if I was telling jokes.
In RainLily, I do not need to worry about being questioned, counsellors understand my feelings and worries. With their help, I can speak and tell what I wanted to say. Every meeting was like completing a puzzle. The puzzle is revealing myself with the feelings during and after being assaulted. Now I am not puzzled towards what have happened, and will not doubt myself.

In 2012, RainLily has started a 6-years 'WE Stand' initiative, a sexual violence crisis service and prevention programme for female ethnic minorities, migrant workers, and refugees. Apart from tailor-made educational activities, we also provided trainings for professionals from various sectors to equip them with adequate skills to handle the needs of sexual violence victims of different ethnic background.

Medical care has always been a major concern for victims of sexual violence. RainLily's collaboration with Kwong Wah Hospital began in August 2001, the goal was to reduce the need for survivors to rush between different departments. RainLily – Sexual Violence Crisis Centre started its operation in Kwong Wah Hospital in April 2002.
Through building coordination and linkage with social services, medical, and law-enforcement units within and beyond the periphery of the centre, RainLily established from scratch in Kwong Wah Hospital. RainLily's days in Kwong Wah also been through the shutting down crisis that would have left our service users stranded in 2006 due to the government's refusal in subventing sexual violence victim support services with public expenditure.
The 'Guardian Angels of RainLily' campaign in the same year provided us with much support and encouragement through petition and fundraising.
Eventually in December 2006, The Community Chest of Hong Kong decided to provide an urgent allocation to RainLily's crisis centre, and has since been supporting RainLily's helpline and crisis intervention services through baseline allocations.
RainLily's day in Kwong Wah Hospital has ended with the redevelopment of Kwong Wah Hospital commenced in 2011 has resulted in the centre's relocation. With the help from Dr Luk Che-chung, former Hospital Chief Executive of United Christian Hospital (UCH), RainLily's crisis centre moved into UCH. Later in 2014, the redevelopment of UCH must knock down the building that RainLily was in, we then moved to the current crisis centre in New Territories East.
❝ My relationship with RainLily started from Kwong Wah Hospital in 2000, and United Christian Hospital afterwards. The journey has been tough. Starting from nothing is difficult and persisting in the mission for long has also never been easy, but we have all made it through. ❝ I know about RainLily during the height of the global #MeToo movement. Linda S.Y. Wong, Executive Director, and a co-worker at RainLily met with me to discuss the lack of support measures and issues within reporting system faced by victims of sexual violence. We then started to work more closely. On the Legislative Council Meeting on 27th June, 2018, I questioned the government for its mechanism on handling sexual violence. Then on the 13th December 2018, I introduced a motion requesting the government to set up crisis support centres for sexual violence victims and abused children in public hospitals, and the motion was eventually passed.
From searching for its home to establishment, RainLily has encountered difficulties and challenges. But it stayed with its mission for the past two decades, their co-workers have been working tirelessly to assist victims in the journey to seek justice, providing warmth for the wounded. Our collaboration with Breakazine 058 last year featured a story on marital rape from a RainLily service user. The law to exempt criminal responsibility for the assailant in marital rape was amended in 2003 after a journey of advocacy. However, because of the lack of sex education and open discussion on intimate relationship, marital rape remains a popularly unknown topic for people in Hong Kong. Many still think sex between married couples is a matter of course.

Numerous victims of sexual violence face such situations in real life. Sexual violence brings unhealable wound to the victims. In the process of seeking justice and help, they need to repeatedly recount their painful experience, which is both physically and mentally exhausting. In the end, what they get in return are some cruel remarks from strangers. Do you need to experience it yourself before you can imagine the torture and embarrassment?
Victims of sexual violence cannot choose to wipe away their traumatic memories. But we can choose to be kind. There are already enough straws on the camel's back. So why do we still have to add the final one which breaks its back? ❞

爭取並提供一站式性暴力受害人支援服務多年來都是風雨蘭的工作重點。追溯至風雨蘭成立之初,在2000年4月當時的立法會通過有關「性暴力」的議案,其中一項確認成立一站式服務減輕受害者再度受創的基本原則,同時要求政府對性暴力相關的法律、教育、數據掌握及支援服務各方面進行改善。
同年11月,風雨蘭獲香港賽馬會慈善信託基金提供三年服務經費的啟動撥款,於廣華醫院開設本港首間性暴力危機支援中心。中心除了為當事人提供情緒支援及危機介入的輔導服務外,亦協調醫療、報警、法醫採證等相關專業,以危機中心為基地提供一站式服務。並由專業社工陪同當事人一同面對有關程序,減低頻撲及不斷複述經歷的情況。
很遺憾地,廿年後本港的一站式性暴力危機支援中心只僅有風雨蘭正營運當中的一間,政府當局多年來都未能落實以專門及真正一站式的模式提供性暴力受害人緊急支援服務。2018年12月,立法會通過「要求政府在公營醫院內增設性暴力受害人及受虐兒童危機支援中心」的議案,要求政府分別於港、九、新界的三間公營醫院內增設符合相關國際標準*的24小時性暴力危機支援中心。
*在處理性暴力事件的過程中,司法、醫療及社會服務三者環環緊扣,缺一不可。據世界衛生組織發出的《對性暴力受害人之醫療及法律支援指引》,受害人的基本醫療支援是非常重要的,而醫療及司法服務(錄口供)應位於醫院或診所,指引認為在同一地點處理有關程序是最好的服務模式。
The advocacy for one-stop sexual violence victim support service has been the focus of RainLily’s work for years. Throwing back to the beginning of RainLily in April 2000, the Legislative Council at the time passed a motion related to sexual violence in Hong Kong. The motion confirmed the principle to establish one-stop services to reduce re-traumatisation for victim of sexual violence. The motion also demanded the government to begin reforming and improving the city’s legislation, education, data research, and support services around sexual violence.
In November 2000, RainLily has secured three years of kickstart funding from The Hong Kong Jockey Club Charities Trust. The first sexual violence crisis centre in Hong Kong was established at Kwong Wah Hospital. Apart from emotional support and crisis intervention, the centre also coordinates with medical, law enforcement, and forensic professionals to provide a centre-based one-stop service. With the accompaniment of the centre’s professional social worker throughout different procedures, the service is aimed at reducing the necessity for victims to rush around and provide account of the incident repeatedly.
For years, the government has failed in implementing dedicated and genuine one-stop sexual violence support service. After two decades, RainLily, is still regrettably the only one-stop sexual violence crisis centre in the city. In December 2018, the Legislative Council has passed a motion on 'Requesting the Government to set up crisis support centres for sexual violence victims and abused children in public hospitals', demanding the establishment of sexual violence crisis centres that meet international standards* in 3 public hospitals at Hong Kong Island, Kowloon, and New Territories, respectively.
*Judicial, medical, and social services are equally vital and closely intersecting in the handling of sexual violence incidents. According to the Guidelines for Medico-Legal Care for Victims of Sexual Violence published by the World Health Organisation (2003), the arrangement of providing victims with health services along with access to police and judicial proceedings within a hospital or medical clinic setting assures victims’ medical and emotional needs can be addressed without delay. The co-location of these procedures is deemed as a preferred service model.

❝ Sexual Violence often brings indelible harm to the victims. Since they took the courage to seek help, a treatment of care and respect is commonly expected. One-stop service in response to sexual violence is not merely counselling, forensic examination, and statement taking done in the hospital. It involves dimensions of support that change depending on the situation, for example, the victim would like to ensure if they have been exposed to STDs within a temporal proximity after the assault happened; and some would also prefer the incident to not be widely reported. The establishment of RainLily could provide exactly such support for victims. As a doctor, we emphasise not to tackle a patient's symptoms separately, but to prescribe treatment for them in a holistic perspective. RainLily's professional and conscientious listening and attentive follow-up for victims of sexual violence are exactly a holistic treatment. All sort of things happens every day, some may think sexual violence is an unreachable topic. However, please remember that we could stay in a civilised society, behind it is the belief and achievements from RainLily – one's bodily autonomy should be safeguarded, as it is a representation of respect to human values. ❞

RainLily Legal Empowerment Service was established in 2014. For years, the service has been working with pro bono lawyers to provide legal information and rights-related advice to sexual violence victim-survivors of all genders, assisting them to be informed and prepared for complicated legal procedures.

He who has power and a loud voice must always be right? Or is it that a kind heart may be bullied by mortals but will be justly rewarded by fate? I may be powerless with a small voice. But I will never be silent.
During the six years of my experience, I had encountered confusion, self-doubt, helplessness, frustration and anger until I learnt how to muster the courage to find hope, strength and justice for myself.
At the moment when I gathered up my courage, I looked for "legal consultation for sexual harassment" on the internet and found RainLily. It was the first time when I felt understood and believed. With the companion of the counselling social workers, I no longer felt alone. Their emotional support is indispensable to boosting my confidence in facing my difficulty. Under the help of the pro bono lawyers, I mediated with the company and the perpetrator in the Equal Opportunities Commission. The professional advice from the lawyers at the Legal Clinic enabled me to balance my expectations in the process of fighting for my rights. Backed by both compassion and reason, it provided me with the greatest assistance and support.
Although "those matters" are as heavy as sand and stone in our hearts, we can let them go, or put them in a clam and wait for them to become pearls one day. ❞

風雨蘭自2011年起開始倡議法庭應為性暴力受害者提供保障,如以屏風及特別通道作遮蔽,及以電視直播方式作供等措施,減輕受害人的壓力及焦慮。2016年8月,司法機構修改指示,接受性暴力受害者申請於屏風後作供;而2018年4月,立法會通過修訂,賦予法庭可主動或酌情准許性罪行申訴人以電視直播聯繫在法庭提供證據。

RainLily has been advocating for court protective measures for sexual violence victim-survivors since 2011, such as screens and special passage to preserve their dignity and psychological well-being. In August 2016, the Judiciary allows victims of sexual offences to testify behind screens. In April 2018, the Legislative Council approved a bill that allows the court to permit victims to testify in court by live television link.
❝ Court protective measures could allow victims to tell the truth confidently and comfortably. Perhaps you would think: ‘You should have expected to talk about it when the case was reported’. What I am afraid of is not about telling the truth, but the way I am looked at by the public, comments made by the media, and more importantly, having my relatives and friends know about this experience of mine.
The judge approved my application to testify with court protective measures. Although I lost the case in the end, I feel like I have already won. Being able to share my long years of suffering and truths to the judge and the lawyers has given me hope in life. I am fortunate to have access to assistance and counselling from counsellors at RainLily, their work has made me a survivor who can live happily. ❞

Advocating for women's rights, breaking gender stereotypes and misconceptions on sexual violence are vital in the missions of our work!
Victim-survivors are RainLily's key and close partners. The success of our work relies heavily on the trust of survivors. With a lot of bravery and perseverance, survivors share their experience to raise public awareness of sexual violence and speak up for the rights of other victims in the hope that no one will experience sexual violence again in our society. In fact, survivors of sexual violence have always faced tremendous difficulties in seeking for justice in legal proceedings. Although RainLily and survivors have successfully fought for more protection within the existing system after years of hard work, some fundamental problems are still difficult to solve. Therefore, RainLily is currently conducting further research and exploring other options that can allow survivors to obtain justice outside the existing system.
In the past few years, we are glad to see that the power of speaking out has not only astonished the cyber world, but has also brought the issue of sexual violence to society's attention and reflection, and has strengthened the support for survivors.
